Quest Expanded Access (QExA)

QExA is a program that was put together for persons who have Medicaid and are aged, blind or disabled (ABD). Prior to February 1, 2009, these services were provided through the fee-for-service (FFS) system.

 

QExA was established so that its members would receive the following:

  • Service coordination
  • Outreach services
  • Improved access to health care services
  • Enhanced quality health care services

As of February 1, 2009, the way that ABD members get their health care services has changed. These services are now provided through a managed care delivery system. Managed care plans like ‘Ohana will provide most ABD members with the following:

  • Primary care services
  • Acute care services
  • Long-term care services, including home and community-based services (HCBS), as well as institutional care (nursing facilities)
