Quest Expanded Access
QExA is a program that was put together for persons who have Medicaid and are aged, blind, or disabled (ABD). At this time, these services are provided through the fee-for-service (FFS) system.
QExA was established so that its members would receive the following:
- Service coordination
- Outreach services
- Improved access to health care services
- Enhanced quality healthcare services
Starting February 1, 2009, the way that ABD members get their health care services will change. These services will be provided through a managed care delivery system. Managed care plans like ‘Ohana will provide most ABD members with the following:
- Primary care services
- Acute care services
- Long-term care services, including home and community-based services (HCBS), as well as institutional care (nursing facilities)
